Local regulation of gas-powered leaf blowers;
civil penalty. Provides that any locality may by ordinance regulate
the use of gas-powered leaf blowers. Prior to enactment of such ordinance,
a public hearing is required. The ordinance may include provisions
for a civil penalty.
