Local government; employment of grant writer.
Requires all counties and cities to employ a grant writer to assist
individuals and organizations with (i) researching and identifying
public and private grant opportunities; (ii) developing, writing,
and submitting proposals to federal, state, and private funding agencies;
and (iii) satisfying eligibility requirements for grant funds sought
or received.
